Quarterly Market Report | Fourth Quarter 2023: Golden Handcuffs The Unseen Force Shaping Our Housing Market -By Joe Rand, CCO

As we delve into the intricacies of the current housing market in our Quarterly Market Report for the Fourth Quarter of 2023, a singular question emerges: Why is there such a stark shortage of listings, despite high property values? The answer, though simple, reveals a complex reality that many homeowners face in our region.

The Predicament of Low-Interest Rates

A significant number of homeowners are currently benefiting from mortgages with interest rates below 4%, and in numerous instances, even below 3%. This advantageous situation is the result of either purchasing homes when rates were historically low in the past five or six years or through astute refinancing. These low rates have effectively become “golden handcuffs,” making the idea of selling, even at peak property values, less appealing due to the prospect of losing these attractive rates.

The Unprecedented Market Dynamics

This scenario is unprecedented in the modern housing market. For over 40 years, interest rates have been generally flat or declining, allowing homeowners the flexibility to move or refinance without losing favorable rates. Now, for the first time in generations, we are witnessing a majority of homeowners with fixed mortgages well below the current market rates, treating these mortgages almost as valuable financial assets.

The Consequences of Golden Handcuffs

The reluctance to give up low-interest-rate mortgages is visibly impacting the market, leading to a scarcity of new listings. Homeowners are not motivated by the usual economic incentive of selling at higher prices because the cost of acquiring a new mortgage at current rates significantly outweighs the benefits. This has led to a peculiar situation where despite rising interest rates, which traditionally dampen demand, the market is experiencing a reduction in supply, keeping prices high and inventory low.

Looking Forward: A Glimmer of Hope

Despite these challenges, there are reasons for optimism. Sales have potentially reached their nadir, mirroring the levels seen during the Great Recession’s lowest points. With the economy showing signs of strength through low unemployment and rising GDP, it’s unlikely we’ll see further declines in transactions. Additionally, there’s been a slight decrease in interest rates, from near 8% to about 6.5%. While predictions remain cautious, this decrease could encourage some homeowners to overcome their golden handcuffs and list their properties, potentially easing the supply constraints.

As we approach 2024, we anticipate a gradual increase in listings, which should improve inventory and possibly stimulate sales. While we may not see significant price appreciation, the stability of property values seems assured for the near future.

Nanuet NY-  JP Endres, a seasoned leader with over a decade of exemplary management, is set to spearhead the upcoming Scarsdale office located at 1515 Weaver Street, slated to open its doors in January 2024. Born and raised in Scarsdale, JP brings a wealth of experience, having successfully managed our largest New City, NY office. Quarterly Market Report | Third Quarter 2023: “ Home Prices Maintain Historic Highs. ”

The regional housing market in the New York City metro area continued to slow in the third quarter of 2023, with sales falling even while low levels of inventory drove prices to more historic highs. Going forward, we believe that rising interest rates will finally start to impact prices by the end of the year, and do not expect meaningful price appreciation in 2024.

Interest rates have continued to rise, restricting inventory and hampering buyer demand. The big story of the past two years, of course, is the unrestrained spike in interest rates, which have gone up from about 3% in early 2022 to about 8% by the end of the third quarter of 2023. These interest rate increases have impacted the real estate market in several significant ways. First, higher rates have severely restricted our available housing inventory. Why? Because many homeowners who might otherwise sell their homes cannot bear to give up their historically-low fixed-rate mortgage.

Thousands of homeowners throughout our region currently have mortgages with interest rates below 4%, and in many cases, below 3%. Some of them purchased their homes in the past five or six years, when rates were at historic lows, while others smartly refinanced their existing loans to lock in those lower rates. Now, those homeowners have “golden handcuffs” keeping them in their current homes. Even the owners that might want to sell, perhaps because their home is now at its highest value in history, are thinking twice about it, because they are loathe to give up the attractive rate they have on their current home.

Prices will stabilize near their current highs going into 2024. If you think about it, this is an unprecedented situation in the modern housing market. Interest rates have generally been flat or falling since the early 1980s, over 40 years ago. During that whole time, homeowners never felt locked into their home because of a favorable interest rate, because they could always get a similar or much lower rate when they bought a new home or just refinanced their existing home.
